9月18日，据外电报道，美国FDA宣布，另外127家电子烟草制造商收到了上市前烟草申请(PMTA)提交的产品营销拒绝令(MDO)。

新的MDO代表约10000种产品——除烟草和薄荷醇外，几乎包括瓶装电子液体的味道。

自8月26日以来，295家制造商收到超过1、09、000种产品的MDO。自9月9日从市场上删除未经许可的产品到期以来，FDA烟草产品中心未经许可进行市场营销。

被拒绝PMTA的产品应该从市场上撤退或接受FDA。

FDA表示，其最高执法优先事项包括已收到或未提交审核的产品。但是，目前所有可用的产品在技术上仍然受到FDA执法自由裁量权的支配，包括JuulLabs和Reynolds、American，Vuse品牌等大众市场电子烟制造商的产品。

随着第一轮MDO，FDA公布了以前没有公布的标准，要求将PMTA用于烟草和薄荷醇以外的调味产品，证明足够的特定产品科学证据对成年吸烟者有足够的好处，可以克服烟草和薄荷醇构成的风险。

自FDA宣布要求以来，首次拒绝向有资源的证据包括在PMTA的开放系统制造商中。今天早些时候，美国电子烟油制造商TurningTointBrands和AVAILVApor是本周收到MDO的公司之一，主要是调味电子烟产品类的申请。

相信在该PMTA中提交了大量科学证据的其他人也收到了包括BidiStick在内的MD。一些著名历史悠久的电子烟油制造商收到了MDO，包括BeardVapeCompany、CosmicFog、Ruthless和MisterE-Liquid。
